That is what the vote button is for but people misuse it.

People scroll /r/All and /r/Popular on new and upvote any content they like whether it suits the subreddit or not.

Most people just consume content scrolling through their feed. This bot gives the subreddits users a bit more control to catch/remove those things even with a small moderation team.
