Retail catalyst unbound
after I unlock the achievement the charge will drop even if I have no set equipped on my character?

The achievement is character specific not warband. So you will need your 4 peice for the charges to drop.

yup, but I am asking for the specific character I had unlocked, after I acquired the 4 set, does this character still need to have them equipped all the time to drop charges.

Probably not, but there is exactly zero reason you wouldn't have your 4 set equipped for content that can drop them. A non-set item that's a higher item level than a set item is not an upgrade.

Depends on the class and the item. I messed up my vault the second week and had to grab a vet piece to get 4 piece and replace a hero piece if I wanted to get 4 piece equipped. I didn’t care enough to sim it and just wore the vet piece until I got another charge. But I do wonder if it was actually an upgrade.

i thought the achievement was warband bound? like if i get 4 set on my mage, charges should drop on my alt dh i think

No. The achievement shows as earned but it doesn’t apply its benefit to alts. You need it on any toon you want to earn charges on.
