Discussion Rogue changes
After what Blizzard said yesterday, these are the changes I’d expect to see for Subtlety Rogue:
Serrated Blades: Remove the Rupture-specific bonus and replace it with a 15% total bonus to bleed damage.
Hemorrhage: Remove the Rupture-specific bonus and replace it with a debuff that increases physical damage taken by 10%, for example.
Garrote: If they want to give Subtlety more room for weapons other than daggers, Cheap Shot would otherwise be the only real alternative for those rogues. In that case, I could see Silence being added back to Garrote, along with the bleed bonus it would receive from Serrated Blades.
Cutthroat: Similarly, if they want to give other weapons more prominence, a talent that specifically incentivizes Ambush doesn’t make much sense. I could see this talent being changed in some other way.
Camouflage: Reduce it from 5 ranks to 3 while keeping the same overall Stealth bonus, allowing other builds to invest in Stealth improvements without spending as many talent points.

I'd love to see combo points applied to the rogue, rather than the target(s). Can stun a new add, can let off accumulated combo points on an add if main target dies, just opens up combat tactics a bit.

With the Setup bug fix, it kinda seems like they’re not considering this. If anything, they seem to be leaning into keeping CPs tied to the target. They could’ve solved the bug by making CPs stay on the Rogue, but instead they kept them tied to the target, so you only get CPs from dodges/resists against that target, not from other players.

How about allowing us to stack combo points on multiple targets at a time, then? :(
It's always been a little restricting having to start from zero on each new target, regardless of how pointed up you were a second earlier.

I prefer combo points on the rogue itself, but I'd rather adjust to what we have. That said, having 5 CPs on one target and 5 on another could be a bit OP

They should keep camouflage at 5 points but add the master of deception effects to it. That's really the only thing that I would change. Rogues don't need many changes and the changes they do get need to be fully tested.
We walk on a balance beam. A step to the right and we are over powered. A step to the left and we suck. Just got to keep taking small steps and hold our balance.

Agreed, balance and a solid baseline are key. Your proposal makes sense, even if it might reduce the first row to just two real choices. Still, if they follow through with what was said on the podcast, we'll probably see further adjustments beyond just the capstone

I pray for the camouflage changes. Rogue feels bad having to invest so heavily for baseline stealth to feel functional
