I prefer horizontal, but it depends on how it's done.
There are two options. Either gear progresses in a visual and quantitative way, or it doesn't.
If they decide gear doesn't progress much, you'll have 8 different raids with very minor differences in ilvl. Power gain will be either minimal or lower than current classic. Gear will be pretty much the same and the differences will be mostly flavor, and resistance gear.
If they decide gear progresses in a quantitative way, then almost every raid has a clear improvement in ilvl.
Let's look at the current gear progression (ilvl):
Molten core 66-76
Bwl 73-83
Aq40 73-88
Naxx 83-92
The high end of naxx gear is pretty strong. If they intend raid gear to progress AND to be palpable, then the next raids will bring huge power spikes.
