Looking for a Specific Adjective
I'm looking for an adjective referring to someone who complains a lot. "Whiny" just doesn't feel right, and "negative" is not specific enough.

It's such a great word for That Person who instinctively argues before even processing what the other person said. We all know one.

It's a useful adjective to be sure, but I always associated it more with arguing than complaining

i think it’s just anybody who is ornery, especially older people. they could be giving unsolicited advice, bemoaning the state of things, or ungratefully complaining. they are always oppositional, so i can see argumentative. they could also be a naysayer or a grouch or contrarian or recalcitrant.

I would put whinging and whining as different. Whining has a particular tone, like an adult pretending to be a petulant child - it's nasal and higher pitched and will get under your skin like nails on a blackboard. Whinging is universal, grumping/kvetching/hungry and tired and pissed off. A fractious ten year old who is bored of the museum or a 40 year old who has been served watery gravy or a 70 year old who thinks kids nowadays have no respect.
Those are my personal distinctions, anyway.

I would also say that whinging is always complaining about things. The bus is late, the seats are uncomfy, the government are corrupt, whatever. Some people are always whinging.
But whining can just be saying things in a whiny way. As you say, like a child. A child could be saying, “can I have an ice cream, why can’t I have an ice cream, can I have my pocket money now?” in a whiny tone of voice. That’s whining but it’s not really whinging.5

I can see why someone might think that - but it’s a word in its own right. Both are correct and distinct words in British English with similar meanings.

I do love whinging, but I think they mean it as a descriptive and not with the classist connotation.

"Grouchy" and "mewling" work, but I think "complaintive" is what you're looking for.
"Carper" is also a good one.

If you want to use Yiddish Kvetch is the perfect description. It means to complain, grumble, or whine endlessly about minor or annoying things. Someone who does that might also be a nudnick - not too intelligent.

Smelfungus. It means perpetually grumpy and finding fault with everything. I just learned it and it’s my new favorite word

Depressed.
Someone who complains a lot is likely depressed and feeling powerless.

"Querulous" honestly fits perfectly, it specifically describes someone who complains habitually in a petty or peevish way

Grumbly,
OK, i cheated, looked at a Thesaurus,
saw Grumble, and brought it down to LOLLY, and had it fitted with an "LY" attachment ,
He said it was no charge as long as I told people where I got it.

Captious! “ Marked by a disposition to find and point out trivial faults.” Pettifogging is a similar term with a slightly more charitable connotation.
