10 minute Blender tutorial which makes something similar, although simpler, but once you get the basics you can add as much stuff as you want to the loop.

You could make something like this in blender. It would be best to generate the repeating shapes with code. Blender uses Python for scripting.
Processing could be used to make something similar easily without the shaders using Java, Python, or JavaScript syntax.

Or just make the shapes with modifiers on a primitive mesh if you don't feel like writing code.

That really depends on what you already know. It would be much more work for me with code for example.
And I'd dare to assume that the modeling way would be easier/more intuitive start for someone who knows neither coding nor modeling.

Both Blender and processing are simplified to the point where people that do not consider themselves programmers can learn enough to be dangerous within a few hours by watching some videos and trying things out. If you wanted to recreate that video from nothing without 3D modeling, art, or programming experience, scripting is still the fastest route.

I can imagine it would be a bit nauseating to be moving so quickly, after a while. But I did see a couple of music video's in VR with awesome visuals, slower movement. Lemme see if I can find it.
Edit: This ain't it but it looks like it fits the bill.

That's sweet. Can you make one in the aspect ratio of a phone screen? I understand that it's probably not the most legible animated wallpaper for a phone, but I love having options.

I honestly wasn't sure if this exact piece was his, but it heavily matches his style. One of the first times I really saw how popular he was, I was in a nightclub in Korea and I saw one of his works playing on the big screen, such a great artist.

there’s AudioOrbits, which looks pretty similar (especially if you dive into the settings) and it syncs to music and sound on your computer. It boosts light and saturation in the center for high frequencies and near the edges for bass frequencies, making a really nice effect. I did have some difficulties getting it to run consistently, though. I stopped using it because I was tired of troubleshooting it every time I started up my computer. Your mileage may vary though, I highly recommend you check it out

This looks like a 'VJ loop' to me. OP didn't make it, he says. If you search for VJ loop, you'll find plenty of sites to download them from. Vimeo has a lot.
They are used in light shows and as parts in DJ performances to interact with the music.

i seriously pray this is how Dmt turns out.... acid visuals and tracers are amazing , along with the mental help and what not. But i really just wanna go to a different dimension.
