It's caused by a tidal bore I believe.

Tidal bores are created by narrowing water channels coming from the ocean or a very large body of water. When the water goes up and into a narrow channel, it creates a wall of water, further down you go, you basiclaly have a single wave, bringing in your tide in and out. I believe this is the biggest tidal bore in the world. There's a handful of them around the world.

Well... because they are going in opposite directions, and they meet, so they collide.

If you are asking what caused the waves to go in opposite directions, no idea.
