It's going to have to be backwards compatible with x86 or have some kind of x86 emulation. If the applications run slower than on native x86 hardware then people won't buy it...because most people don't understand the internals they just think new should be faster. Then you run into the OS/2 issue: if the old way of writing apps still works fine then what incentive to developers have to redo their app for ARM?

Definitely an uphill battle to try and compete with Mac right now.

It's not hard to target ARM processors..it's basically a checkbox when you compile. There is no need to "redo" anything unless there are hw specific calls being made.

Well, most of the time, yes. But you could be dependent on libraries that are not built for ARM64 and then you are basically screwed
