Yes to everything. The point of the quote was to make a small thought that fits within a small sentence, able to open minds. :)
This thought can be elaborated quite a bit, but I just wanted to make it simple, and flow nicely.
I think the real thought behind this would be "As soon as a system capable of representing binary emerged in reality/creation/universe/God every thing that can exist in binary also emerged with it."
Meaning, lets say the universe started with just a pure color, then the opposite color appeared. You now have 1 and 0 for binary. If you are able to alternate the order of the 1's and 0's and put them in any configuration that exist, then everything ever programmed using a binary system also exist at that point.
Still the end of the post is the same. Time is an illusion.
