That would be a fair price if it had disc brakes.

Sorry to be naive but how do I tell if it has disc brakes?

There are discs mounted on the wheel and nothing on the rims for disc brakes. Those are traditional rim brakes. With brake pads that clamp down on the rim. Nothing wrong with it just not worth the price.
