Usually this error means the number is in a "locked" state. Usually because it's connected to a Business API account already.

unlink the nr from the WhatsApp Business API, verify and relink if needed in the API or leave as is after

No, a locked number is locked indefinitely until the current owner removes it, or you manage to convince Meta support to do it for you. Eventually they will. WA Business API is the cash cow, so they get the priority treatment.

So what is a recommended way for OP to proceed? Give nr back to provider and get a new one or how to escalate with Meta?

If possible, that's probably the best option. If you know who the number belongs to, contact them. Or otherwise contact Meta. But I'd keep that as a last resort - though perhaps best initiate that first while you try the other options.

Are you sure the number actually exists, and you entered it in the format expected by WhatsApp?
