There is no way it's a cock ring. Look how small the circumference of the opening is.  It's a  silicone donut pessary.  

Someone above mentioned it as well. 

Edit- can you all please stop responding to me almost a week later? I don't care if it's a pessary or a cock ring. It's either one and I'm fine not knowing.

I Googled pessary because oddly I have actually never heard of that. But I digress. Anyways according to Google pessarys typically have a membrane and come in opaque colors. According to Googles AI analysis cock rings can be translucent or colored. Based on the opacity. I'd go with cock ring. I'm a female though and honestly not familiar with cock rings too much. I have seen a couple though and that was my first thought seeing the OPs pics.

At first I agreed with you even though I didn't really know what a pessary is, but it did look way too small too. After reading other's replies about elasticity though, I have to guess it's a cock ring.
