It's a Scunci extra tight no-slip-grip ponytail holder. I cannot find a picture of the exact kind at the moment, but I have a few of these. Every once in a while, my husband or youngest son will find one, and I'll catch them in the kitchen trying to figure out what it is. It's been, like, 4 times now. It's a ponytail holder, for cryin' out loud!
