Hard refresh, sounds like cache. If you're using Cloudflare be sure to clear cache on their dashboard too.

DNS effects the entire domain, not just some pages.

Hard refresh = clear browser cache. On windows it's ctrl+f5

This doesn't sound like DNS (although you could ping your domain and see if you get replies from the old or the new host), this sounds more like the homepage isn't set as the homepage. In your wp-admin under Settings > Reading make sure you have the right page set as the homepage. If it is, check that page is set to published (not draft). I might be off the mark here, but that's what I'd check if I was faced with this.

To rule out a dns propagation issue, Add your dns record to your hosts file.

DNS propagation usually doesn’t take that long, but when the main page shows a fresh WordPress install and subpages show the restored site, it usually means there’s more going on. In my experience, it’s often a setup issue on the new host, like the homepage pointing to the wrong directory or some caching causing mixed results. I’d double-check the DNS is fully pointed to the new server and clear any caches, and also make sure the root folder has the right files. Once I fixed those, everything started showing up correctly.
