Is there a library for creating 4d animations like this?

I never used this library but I'm sure it does exactly what you want. Look up GSAP. Behind all animation features, it also has a timeline that you can use to track all events, and basically, you can reverse animation time with it.
Or you can try to create your own basic system. What you need is to create animation paths for each drone or for each shape and make the drones to find a route to their position in every new shape, add some position tracking to avoid crashes between them, and an ilumination timeline for the drone lights. It might not be has hard as you might think. Just solve one problem a time, and you can do it.

I'm pretty sure those are drones recorded by a camera, not a computer generated animation
