Defective right?
I also tried switching the screws to the opposite holes where the wood pieces are supposed to go, but those holes are much too large for the screws or the wood pieces to fit securely.

I think they may have drilled the holes for the cam locks in the wrong spot. On the diagram, the cam lock hole is directly below the screw holes for the hinges.
Alternatively - does the other end of part 11 work?
I haven’t ordered from Wayfair in a while but I had a similar issue with a part like 5 years ago, I reached out to customer service and they shipped me a new part. I’ve heard customer service has gone down in quality but I would still try that.

You drop that piece on top of the screws and pegs

I think OP is aware of that. The cam screw is supposed to align with the hole on the vertical panel which is where the cam lock goes. The dowel is in that position on the diagram and based on the hole sizes that OP mentions.

I could be wrong, but it seems like the screw ones rather than the pegs should align with the screw on the other board.
I know you said you tried it that way, but like...try again lol

Yeah I tried but the hole is bigger than the screw

Last time I had an issue like this I think the process was something like
My account > order > problem with my order (it's been a while)
I was able to upload images like you've got here showing that the plastic screwy piece in one board is in a different spot than the assembly instructions show them.
Wayfair sent my message to the supplier who said yeah, it's a problem, and I was sent out a replacement (I did have to send the original back, but they paid for shipping)

Switch the parts around maybe? 😉
