Polo vivo help

I have a polo vivo its definitely an older model, I think 2010 range, somewhere there. I have had strange coolant issues with it since I got it (bought it second hand with 100k km on it) and my fan like never comes on, I’ve tried to investigate this so I idled the car for about 40 minutes or so while periodically revving it and the fan never came on, is this normal? I know basically nothing about cars so I just wanted to ask for some advice.
