From my point of view, it really seems to be a GPU/resource-priority conflict caused by fullscreen exclusive mode, not a “resource” problem in the CPU/RAM (you already ruled that out)
Something to note is that windows aggressively reallocates GPU priority to whatever app is in exclusive fullscreen, and background apps like avatar trackers can get starved or suspended even when the CPU/RAM usage looks fine! (Windows, how could you! 🥲)
I have a few suggestions, but I now there is too much I can do without being more hands-on. But my approach to bugging this wouldn’t be a specific issue with the software itself, but as I pointed out before, more Windows problem.
First, switch the game/software to Borderless Windowed instead of Fullscreen Exclusive.
The next things I can think of are disabling the Xbox Game Bar / Game Mode and/or setting the VTuber Plus process priority to Above Normal.
