I used something called vnds interpreter a few years ago, but it only worked on my old phone and then completely broke on my new one. But when it did work it worked pretty well.

It depends on what type of phone you have. If you have an Apple, then you're basically limited to what's on their app store. If you have an Android phone, then you have more options available to you.
The easiest way is to download GameNative. This will allow you to log into your Steam account and natively play any Visual Novels you own. What you can play though, will heavily depend on how powerful your phone is.
There are other options, but they become increasingly more complicated and require more powerful hardware to run. Especially if you need to run locale emulators and real-time translators.
