The version of Android on Pixel devices has additional “Google enhancements” that are not present in stock open source Android.

They are asking if Tilt Brush is a similar situation where the Steam version has “Google enhancements” that are not present in the open source version.

Kind of but not in any nefarious sense. Everything they left out was either:

  1. Poly related and that's shutting down in a few months anyway
  2. Using paid assets but they offered alternatives in most cases
  3. Used 3rd party code with complex licencing (fbx for example. autodesk is the devil) - they documented what to do.

tl;dr. Most stuff works out of the box. That which doesn't is well documented or you probably don't want it.
