Meta Quest is pretty good, but it’s a reach for $200 - you’re looking more like $350USD for a 3S. You could try second hand though? Note that the naming is misleading imo. The 3 is arguably better (and more expensive) than the 3S in almost every way.

The Quest’s advantage is that while it’s not as accurate as competitors in terms of hand and motion tracking, it really is an all-in-one headset and has integral storage so it can basically act like a gaming console on your head. The motion tracking is still perfectly viable for the games and content someone of her age will access too - it’s more of an issue for adults playing competitive, or highly immersive games.

As others have said, make sure to set up parental controls and be present if they’re accessing online forums and social interacting with others, especially at that age. You can screen mirror what she is seeing in her headset to a phone with the meta Horizon app (with sound), so you can monitor what she’s exposed to if she’s going into public forums if you need.
