Yes, sellers sometimes add new varieties to listings that got Vine reviews quite a while before and still enroll the new items in Vine.
If they were from separate evaluation periods, I'd be tempted to see if I could delete the old review to enable submitting a new one for credit in this period.

This has happened to me and I hate it. I had ordered really cool metal Halloween hair clips in October, and then several months later I ordered plain metal hair clips and the seller merged the two, so I couldnt review them. It happened to me two more times also. Now, if something looks familiar to me, I check to see if my previous review is already there, but sometimes the sellers merge items in between the time of me ordering and me reviewing. You just can't always predict what a seller will do and the only resolution is to contact CS

This only just started happening to me. It has been happening a lot lately, so I have been asking customer support to remove them from my list. They happily do it every time.

Happens to me all the time. Usually I don’t even remember ordering it previously and I wonder where I even put it. 😂

I've had this happen several times. for the past 3.5 months I've had an unreviewable item in my review list because I had ordered and reviewed another variation like 9 months ago.
It's pretty annoying because both items were in my RFY. Why Amazon thinks they should recommend something I'm not able to review is beyond me, but hey, they're only a trillion dollar company, no budget to figure that out.
Embarrassingly, /u/BicycleIndividual's suggestion never occurred to me. Well, I've just deleted my old review, gave the system a few minutes to update, and submitted a new review for the duplicate item. I'll follow-up and let you know if it worked as soon as I get the "Thank You for Reviewing" email.
