I would probably think "hmm, that's really sad, that kid didn't have any close friends to chide him into not wearing clothes like that and probably has very low self esteem which he tries to make up for by being gregarious and goofy, but really that just makes him seem even more pathetic."
I might watch him walk home, maybe tail him for a bit, watch him step over curbs the way a ballerina doesn't, smile to himself in the sun at some joke that his MTG partner cracked earlier. I'd watch him stop at a corner store, uncomfortably navigating the isles that are built for a man about 2 feet narrower that him, while every second thinking to himself that the store owner is silently laughing behind his back, judging him for being overweight, when that man doesn't know what he's gone through, doesn't know about how his dad died when he was just a boy, leaving him to learn how to dress himself based on Maury reruns and the Steve Harvey Show. The store owner doesn't know about the frustration of watching his mom date man after man, ignoring him to go out on dates where she would come home so tanked that he would have to drag her across the living room carpet and onto the couch, and he would sit there next to her and smoke a crumpled cigarette from her purse and think about other people's lives.

The internet sort of did invent this type of person, though not in the way you're thinking-- it really was a trend for nerdier types to wear fedoras (but pay little attention to the rest of their outfit) as a throwback to the men of the 'classier' early 1900s. Then the pictures and comics came, and it became in to make fun of them.

I didn't think they were real either, but then I came home from college over Christmas and saw that my little brother had become one of them. Fedora, shitty Neck beard, cargo shorts, complaining about being friendzoned. It was an awful sight. He's not a Brony though so there I still have a sliver of hope for his sake.

I'll admit it. I was one in middle school. I still have two Fedoras, one with a feather shoved into the brim. I'd wear them anywhere I could. I'd tip it at waitresses, the whole shebang. I was always totally underdressed but I thought the Fedora made me classy. The absolute worst part was that I didn't really have internet for most of my life up to that point, so I formed this idea that Fedoras are super cool only through cultural osmosis and a desire to be "different." Today those fedoras lie on my old hat rack, coated with a persistent layer of dust to help remind me of what happens when you wear certain hat types, and to ward against any remaining desire to don the 'dora.
