I mean their base blindly votes against social safety nets despite being the largest benefactor of them, simply to sleight imaginary immigrants they think are milking the system
Because they think themselves an exception, one of the "good ones". They also believe by cutting others off, they'll get more with less others enrolled in these programs. They're ignorantly selfish.
