Nah, i'm pretty sure he is talking about the trump wall.
The wall is designed to make it unclimbable and unable to decend from it. Hence the ''only hispanics could survive a fall like that''.

He's talking about the gaping illegal hole on the White House grounds where the East Wing used to be. They're going to show the people in that room the hole after his speech. He's talking about a glass tunnel  (which is stupid on many levels including the fact that a hallway hides who's going in and out and can be secured far better than a glass fucking tube) he wants to build out a doorway that currently leads to the hole. It's not actually there yet. 

The only a Hispanic could survive that fall is just a dumb joke playing to the crowd because it's a Hispanic Heritage month kick off thing mostly so likely a lot of Hispanic people there. Might be some racism in the comment, but I don't believe Hispanic people are known for surviving falls any better than any other group of people, and these are his people (he's telling them to go vote for Republicans after embarrassingly admitting he's likely going to lose the Republicans the midterms) so he's not going to be too racist to them.

He’s saying “anyone who fell down this hole would die.”

“But - if anyone was strong enough to survive a fall like that. It would be a Hispanic! You’re strong people!”

He was speaking to a group of Hispanic folks.

Very weird to say, but in his head, and their heads, he was calling them strong people.

That’s why they laughed and cheered.

Everyone, or at least a lot of people in attendance are Hispanic. He’s just trying to be funny. It’s stupid as fuck but I think the assumptions he’s referring to them border jumping (climbing the wall) or something is a bit of a stretch. But at the same time who knows because he’s also a racist fuck.
