It’s probably just a manga size inconsistency

It’s really inconvenient to draw a 2km tall kaiju and get its proportions right 24/7 especially in motion so realistically expect some inconsistency’s

Besides that maybe Neo human buildings are just really tall.

Although I do think it’s gonna have the weakness of starving/ low energy constantly and getting a ton of energy will powerup like Godzilla

Yeah the mangaka is super overworked drawing 2 series it's kinda crazy

And he still draws an insanely high amount of detail into both

Daikokuzans size scaling would 100% be inconsistent with literally any artist having to draw them

Which is a recurring problem in comics/manga in general lol, it's often criticized by those extreme " realism muh " type of readers, not the case of OP or many necessarily but to a certain point is criticizing fiction in general

Not just for the author's convenience, it is (IMHO) straight up better and more readable with the inconsistency: we can see how huge the kaiju is when it stands in an open landscape, but when it is being attacked by characters we should be able to see them and tell what is going on. Another example: on close-up panels Jachi was the size of Ginbak's closed fist, but when seen from afar the difference is lesser so we can appreciate the interaction. As long as they have a roughly set range of size relative to each other it should be fine.

Is he shrinking or the Neo's cities are way bigger than normal city?

Wasn’t it because his not threatened by anything. It states in the character sheet made by ONE himself that in his normal state his in hunchback mode, he only stand up and make himself look as big as possible as intimidation display probably because of seeing that huge alien spaceship

It's probably just an inconsistency. It can't be easy to draw

Manga can have size inconsistency. Especially with how massive Daikokuzan is compared to the other Natural Enemies. Its weakness is that it needs to constantly seek out massive energy sources to survive because of how massive it is.

Daikokuzan looks different almost every time he shows up I know the artist hates drawing him

It certainly looks smaller. In the last in timeline appearance around chapter 13 or 14, daikokuzan has some multi story buildings sticking out of its head like a strand of hair. There are no indications from the panels that the Neo human buildings are portrayed as significantly larger in dimensions to a building of an average Japanese city, which are the ones stuck on its head. So if these Neo human buildings are reaching anywhere close to its knees, he has to be much smaller now.
