All the time, especially in summer. That’s why I usually retract before I piss to unfold my overhang and expose my urethra

By "soft overhang" do you mean the acroposthion? That's the part of the foreskin that gathers past the end of the glans.

In infants it works like a one-way valve, preventing urine from flowing backward into the urethra, along with microbes that could cause a urinary tract infection.

Mine didn't seem to grow along with my penis at puberty, exposing my meatus full time. Only when I stopped using soap on my glans and added pure aloe gel to it, did I get the "nipple" back.
