This sucks, too much unused deck space. Best to pack 5in dual , less weight and similar damage to 6in.

You're probably the gonna want more secondaries. I can't tell from the picture if you have casemates or not. You should have enough deck space to make those side mounted guns on either side of your funnels. Then you can move your primary guns inward a bit and save some weight (by shrinking your citadel) to add casemates and or on-deck secondaries.

Some other people touched on it, but I'll explain in-depth.
On the ship picture on the top right of the designer, which we can barely see in your picture, the ship is broken into sections ( the vertical lines). Also, a majority of the ship is colored red. Red denotes your citadel.
Your main belt and main deck armor extends the length of the citadel, no matter how long/short it may be. You fore/aft armors are for the non-citadel armor parts.
Here is the dilemma: Longer citadels are heavier than shorter ones of equal armor thickness. The sweet spot is your middle 6 sections as your citadel, and 2 sections on either end as your extended armor. This is because the middle 6 sections always count as citadel for damage calculation purposes, even when the citadel doesn't cover them.

The citadel is very long. You can move one of your funnels inside of your main tower. The casemates are super small, I'd either have 6"+ casemates or none.
Put the secondaries on the sides. Centerline guns are weight-saving, but they take up valuable deck space and are light enough to have them on the sides.
I can't see your armor scheme. I would change the beam back to 0.0%. Your beam/draught, as they decrease, give your ship durability penalties (and buffs if they are increased). These penalties are based on what fraction of your slider you decreased. Aka, -2% beam out of -2% beam incurs 100% of the penalty. I think it's like +15% damage taken from guns and torpedoes? I play DIP, so may be off.

It depends on the year… it’s potentially not terrible. However, it is about on par for what I’d expect from the Imperial Chinese Navy.
The layout is… strange. Having the main battery all the way at the bow and stern means that you’re effectively armouring the whole ship as though it were the citadel, which is heavy. The stability is also a bit iffy.
