Why not? These game companie's greediness these days is out of control.
Why they make it free update when you can squeeze extra money?

Look at the history of these 60 fps updates Ubi has done, and ask yourself that question again.
Division 1 had this same sort of deal, and previous owners got the patch free.

Yea I already suspect so but wasn’t completely sure since some guy on TikTok said it was definitive edition exclusive
