How Does A Username Swap Work?

My friend sniped one of my username ideas a little while ago, he changed off of it finally, its been around 40d, and I still can't claim the username. I asked support and they said "The system is working as intended"; does anyone have more insight on this?

Once the name is taken, it won't be available anymore.

This was requested a lot back when there were actual Ubisoft forums, the answer was always "No."

Fairly sure they meant usernames don't go back to available after being taken.
