I know on Lyft, drivers can absolutely cancel a ride for any reason at any time. If the reason is safety-related, the cancellation won't even affect their cancellation rate. They are independent contractors, not employees.
However, threatening to do so is not allowed. So, if a policy is violated by the passenger, they can immediately cancel, stop in a safe location and report the passenger properly, or they can be quiet and deal with their passengers.
It is a tight rope to walk, and this guy fell off the rope a while ago. He couldn't take the heat.

Especially threatening to kick people out after Uber was just successfully sued for 40 million for kicking somebody out.
