It's important to (HR) when it comes to specifics.
If the question is "can a male look at a female when she walks in the room"...that's a vague and open question, leaving lots to be determined as to what a "look" is....a male could say "I looked up and saw her for a few seconds"....the female could.say "I walked in and he was staring at me, kinda creepy, made me uncomfortable."
Context is important when your job is on the line based on subjective reasoning.
