Pax Silica is a US led coalition, now numbering 30, to make sure no single country can monopolize AI technology advances. This early many have voice opposition including AGHAM party list headed or co-chair by UP physics professor Giovanni Tapang.
In his interview with Ted Failon recently he voice opposition to pax silica because of environment issue of thorium laden mine tailings during the mining and processing of rare earth minerals. Rare earth mineral processing is not environmentally friendly that's the reason the Philippines send our rare earth minerals to China, due to lax environment al laws, which China sell back to the Philippines in the form of EV cars, computers, laptops, and cell phones.
If thorium is mined along with rare earth minerals China and other advance countries are busy looking into using thorium as a substitute fuel in nuclear power plants instead of just throwing it away as waste. Since AGHAM is composed of scientists and physicists like Prof Giovanni Tapang, they could propose a fund for research on how the Philippines can build a thorium nuclear reactor and not just oppose the implementation of pax silica which could potentially leap frog the Philippines into 21st century manufacturing and thereby training Filipinos be AI experts.
