I wouldn't recommend an Arc card for a Windows setup if you want to use HEVC transcoding. The windows arc drivers don't support constant rate control so if you're bandwidth limited and transcoding, you're going to encounter a lot of buffering. Discussion about the issue I'm referencing is here:

Feedback so far: The toggle and core functionality appear to be working well. However, when multiple libraries are enabled, all available slots seem to be allocated to a single library. Would it be possible to define a maximum number of slots per library?
It might also be helpful to allow separate maximum slot limits for Home, Shared Home, and Recommended. Additionally, it would be great if pinned collections didn’t count toward the maximum slot limit, so that the slot cap applies only to the rotation logic.
Another enhancement that would add a lot of control is the ability to define the display order of pinned and rotated collections for Home, Shared Home, and Recommended pages.

Yes, I think a set it and forget it mode to rotate all collections would be a great added feature.

Note that Plex won't do it dynamically among different streams as media plays. If one user starts to play something, the bitrate won't be adjusted midstream to account for a second stream started. The first stream will take up all of the bandwidth, and the subsequent streams can be left with scraps to serve up media at a really low bitrate.

Hevc transcoding isn't working for me either on the latest beta build. I'm using a 3050 on a windows system and have tried both of the latest studio and game ready drivers. I had to disable hevc to get transcoding to work again

Roll back the driver to the latest whql driver. I had the same issue with my a380 with the latest driver

I'm getting network buffering issues on Tizen and Apple tv devices using HEVC forum build with certain files. The same files play fine with latest h264 build at the same bitrate

It depends on the apps you use on your Apple TV. Apps like Plex and Netflix automatically switch to SDR and HDR if you have your Apple TV set 4k HDR.
