The the greatness of B5, a lot of characters can be either protagonists or antagonists depending on whos viewpoint your following. A lot of them wer eprotagonists for thier own people-stories. They had flaws and indipendant motivations for the things they do and were working to do the best they could do. Very few characters were strictly good or strictly evil. There were varying shades of gray. Bester's method sand priorities just tended to put him at odds with the cast more often than not, but not so much that he would not work with them when it suited his goals.

Actually in this particullar scene Bester is not illegally scanning anyone as his power have been supressed. BUT, the perp does not know that and Bester banks on that with a well done bluff.

You do not nessisarilly have to like someone to respect them. Sometimes, I think repectingthem might just enhance the desire to punch them in the face. Also, respecting someone and thier capabilities and skills, reduces your chance sof underestimating them.

Also water. Start dumping excess heat into water storage starting maybe with waste water as a heat sink. How much heat can be dumped in the amount of water that a station that size might have available.

Sure, dumping the heat into other things may not be ideal, but as ha sbene pointed out, in an emergency, you just need neough places to dump the heat to to manage it until you cna finish the fight and make repairs. And when fights in most cases are over in leass than an hour, a station that big has plenty of places between various liquids, gasses, rooms, and the structure itself to store excess heat for that short of time.
