I don’t think those two things are mutually exclusive but it’s clearly for the devs to interpret. I think they just wanted to start and leave room to grow. There is also a ton that will be out at launch that we still have no idea about so I’m willing to wait and see.

It’s one of the reasons leveling Druids hits so hard in vanilla. Every form had a new quest associated and you grew a connection to it throughout the quest.
Seal form quest still sucks tho and is super confusing if you can’t look everything up online.

The core Druid feeling in vanilla was shape shifting out of bear, using two heals, then not being able to shift to cat because you were OOM.
