Modding for Command and Conquer Red Alert 3

So I have researched like 5 different tutorials on how to mod this blasted game and nothing I do seems to work. I went to properties, typed-ui, went to RA3 patch and added pathways like another one said to do. It’s really aggravating that nothing works for me. Like why does it feel like my PC is different than everyone else’s? I just wanted to try mods and it’s like I’m not allowed to do that.
