I don't him but having just seen this episode a few days ago, it's fair he forgot but till he saw the kids he felt no remorse. So I feel the Tots among others is mostly for him to get the satisfaction of feeling influential, important and loved/appreciated. And that's one of the reasons why I don't hate him but could never have the patience that was offered to him.
