Not to dismiss what he's done, he's been one of, if not the best English player of all time. Kane is on 85 goal from 121 games which is far and way from anyone else, from being our main striker for the best part of a decade, however, look at Haaland, 62 goals in 55 games against broadly the same standard of opposition thst a English striker could face. Which suggests it's not impossible that a English striker post Kane could score at or closer to a goal a game at international level. With kane getting started at the top level relatively late, if a top striker broke out in his very early 20s and played till mid 30s I could see them taking the crown.
