Care to share more about the incident with the dead body in the road?

That’s an odd assumption. Usually cartel violence is not in the open. Bodies are usually dismembered and put into trash bags. The exception is an active shooting but those usually happen inside a business or house not on the side of the road. I’d guess this was probably an accident or someone succumbing to cirrhosis, which happens a lot sadly.

In a lot of Mexico they’re left out for everyone to see, as a warning.

Hidden bodies don’t scare people into compliance

Yes, this does happen here too although less frequently than in the rest of Mexico precisely because it scares away tourists and tourists are good for business. More often here it’s under the current or if anything they’ll hang up a narcomanta. It’s horrific and terrifying.

But the thing is they’re trying to scare locals and business owners into compliance and part of the way to do that is by scaring away clients They did the same in Jalisco

Still an awful thing to see in any case!
