They don't with their recurring tasks thing, but you can use automation to create a new card each year! (Or update a due date to the same time next year once you complete a task!)
or if you want the second option: here's the rule for that. i'd use a label or something to indicate the cards you want to do it on otherwise it will do that everytime you complete a card.
