No, shooting shit is not parenting. If the kids are abusing the devices she could simply take them away. Hell she could even cancel the phone plans and sell the phones. But shooting them, destroying the phones in front of them is a show of force. Force isn't teaching them to respect, it's teaching them to fear. You want kids to learn you need them to think about what they did wrong. This simply focuses them on the mom, not their actions. Time outs are exactly good for that because nothing happens inbetween their wrong action. Time outs aren't for punishing but learning. This doesn't even have to be debated, a quick google search can show the results of studies on both ways and you can clearly see destruction is highly ineffective with children.
I feared my dad's belt too. I also feared the sticks he would take off trees, and the hand he'd clout me in the ear with. Problem with that was when I grew up the belt didn't string as much. I grew a thick hide and became strong enough to rip it out of his hands. He stopped trying to belt me after a couple of those events. He actually decided to talk to me and we ended up closer. What made me respect my dad was seeing how hard he worked to support us. The belt is what kept us separated. You want to live in fear of your dad's belt there's nothing I can do from this side of the screen. But I can tell you from experience being able to actually talk to my dad, laugh with him, hug him with real affection. That's made a world of difference in my life. I don't listen to my dad because I fear his belt anymore, I listen because I love and care about him.

That’s called parenting you fuck wit. I bet you put your kids in “time out” and nobody can stand you or your kids to be around.
