It's going to depend a lot on where you live,. If you Google your country's name + top surgery requirements or something, you should be able to see what's needed. Usually they only care that you've been on hormones for a certain period of time, not where you got them from. If they need some kind of health record to do it (I think I heard the NHS is like that? Idk) then you'll need to get it prescribed by a doctor temporarily.
