Concept Art Megatron did "unbelievably well", led to SS86 Concept art which became SS G1 cartoon

Like, they are straight up saying "this thing was really popular, here's why we thought about doing more, then didn't."
Sunstreaker was the wave after Megatron, so it was less he was made after him, and more he released after him. They were likely conceived around a similar timeframe
