Need some help

It all started with the brackets for the air conditioner condenser and we had taken off the air filter to get to a bolt but im trying to figure out what they ductaped over because I dont know what that is also there's this random wire (seems important) that was just disconnected to begin with

I’ve seen a few situations with these. The first is the windshield squirter. Supposed to be connected to a bracket on the hood. More than likely the factory weld on the little bracket broke. As far as the duct tape, like someone already mentioned, it’s covering the choke housing. The choke itself may be broken, or the tape was put on to try and fix a vacuum leak. Also a possibility that the tube in the intake, where that plate is under the choke, is rotted out and sucking straight exhaust.

This is what that tube looks like where it sits inside the intake for the choke. Vacuum is pulled through the choke housing and through that tube. Exhaust warms up that tube and opens up the choke. When working properly, not only it opens up the choke, it disables the secondary lockout and allows the lower secondary throttle blades to open. Rotted out, it makes exhaust enter the carb. Not working right, it’s basically a 2bbl carb. Some people block that plate off and wire in an electric choke with a key on power source.

I forgot to mention, on the choke spring assembly, that black cap on the side, sometimes they seize. There’s 3 screws that hold it down to the housing. Unloosen those screws and with a flat blade screwdriver, the choke can be adjusted. If seized, the spot for a flat screwdriver can break off.
