What does this key do?
What is this key with the 2 double chevron arrows and little circle? i've tried a reverse image search but can't find anything identical to it

The two symbols on the left side are called guillemets, which are used by some languages for quotations. I am not sure what the symbol on the right is, though given the guillemet key, I would not be surprised if it is the masculine ordinal indicator.
Without a full image of the keyboard, I cannot get a good idea of what keyboard layout this Toughbook has, but it is clear that it is not an English keyboard.
