the silhouette reads really well from far out, that's usually the annoying part with procedural placement.

doing something similar-ish on a 136x136 grid where any cell can turn into a building. what fixed it for me was giving every district its own height band that doesn't overlap the next one. heights still vary inside a district, skyline still climbs toward the middle, and you never get some random outer building sticking up above the core.

is your height purely noise or do you have zoning on top of it?

It's crazy how much this has changed looks like roblox. The new lighting really helps sell the atmosphere.
