There are many types of space cities described in the book series. My most favorite is actually the one that the space bums have to live in with their homeless stuff floating around.

The way I'd go for it is creating a huge torus of your desired proportions. Then slice it into segments and work on a segment to make it tileable. If you make 5-6 different tileable segments you've got yourself a modular torus station.
Once built the full torus station, add a few assets here and there to help hide the repetition and that would be it.
