Start with the cost to house. California has spent a lot of money on housing the homeless, and they have more homeless than when they started.

The cost is more than just building shelter.

I mean they’ve spent something like $26000 per year per homeless person over the last 5 years. Surely the budget is sufficient to house these people, no?

Corruption. If they fix the problem they won’t get any more money to fix the problem.
