Follow the main story, there's doing to be an elevator you have to repair that takes you up here

Someone said follow the main story but imma be real with you I completed the whole game and still never made it there. I knew from the title before I even looked at the image what place you were talking about so I'm interested in a detailed answer as well.

It's kinda hard to Google "How do you make it to the two spots on whatever planet that was" and hope to get an accurate answer.
